What was John Browning thinking when he developed the .25 ACP?

The .22 rim fire was well established. The .25 ACP is only slightly larger in diameter, only slightly heavier, much slower, and has much less muzzle energy. It also is a center fire design which is much more expensive than a rimfire cartridge.
