Under what special circumstances would the british home office certify a uk citizen the right to own a handgun?

for sporting purposes only (obviously), semi automatic .45 ACP 1911 or a revolver (colt python, anaconda, smith and wesson 500 magnum .357 or .44 magnums). would i have to keep them at a certified gun range if it was possible to be given licence for a handgun
